Head Start / Early Head Start

The second round of the West Ohio CAP Head Start courses opened on Monday.

West Ohio CAP Head Start/Early Head Start and Child Care Partnerships are still accepting applications and enrolling children for the 2022-23 program years. Applications are available at the WOCAP Central Office located at 540 S. Central Ave or you can complete an application online at www.wocap.org.

There has been a change to the enrollment guidelines, so if you are receiving SNAP benefits, you are now categorically eligible for our program. If you have any questions, you can call the office at 419-227-2586 and request registration.

Percentage of Income Payment Scheme (RPPP) processing applications throughout the year

West Ohio CAP continues to process registration and reverification applications for the PIPP Plus program. PIPP Plus helps you manage your energy bills by making monthly utility payments more affordable, allowing you to make consistent monthly payments based on a percentage of your household income.

Households that have a utility from an electric or natural gas company regulated by the Ohio Public Utilities Commission, with an income at or below 175% of the federal poverty guidelines are eligible to this program. Both owners and tenants can benefit from this assistance.

• Current electricity and gas bill, regardless of account status.

• Social security numbers for all household members.

• Documentation of income for all adult household members 18 years and older for the past 30 days.

• Proof of citizenship for all household members (birth certificate, social security card, passport).

• Proof of disability (if applicable)

Water assistance program for low-income households

The Ohio Department of Development and the Western Ohio Community Action Partnership continue to help income-eligible Ohioans with water and wastewater assistance. The Low-Income Household Water Assistance Program (LIHWAP) is a federally funded program that provides eligible assistance to Ohioans with the payment of water and sewage bills. Eligible customers are those who are at or below 175% of the federal poverty guidelines, who have been disconnected or have a notice of disconnection, or who need to establish new service or pay to transfer service.

A one-person household can earn up to $22,540 per year; a two-person household can earn up to $30,485 per year; a household of three can earn up to $38,430 per year; a household of four can earn up to $46,375 per year; a household of five can earn up to $54,320 per year; a household of six can earn up to $62,265 per year; a household of seven can earn up to $70,210 per year; and a household of eight can earn up to $78,155 a year.

To apply for the program, clients can visit the nearest CAP office in West Ohio to complete an application or visit www.wocap.org

• Copy of most recent water/wastewater bills/disconnection notice.

• Documentation of income for all adult household members 18 years and older for the past 30 days.

• Proof of citizenship for all household members (birth certificate, social security card, passport)

• Proof of disability (if applicable)

The Home Energy Assistance Program (HEAP) helps Ohioans at or below 175% of the federal poverty guidelines pay their heating bills. Ohioans who are threatened with disconnection, have been disconnected from their utility, transferring services, establishing new services, have a default PIPP with a disconnection notice at or below 25% fuel, can also be eligible for the HEAP Winter Crisis program, which began on November 1 and ends on March 31, 2023.

Eligible households can receive up to $175 if they are customers of a regulated utility, or $750 if they are customers of unregulated utilities such as electric co-ops and municipal utilities. The aid is applied to the electricity bill and/or the cost of repairing the heating system. Must have gross income at or below 175% of federal poverty guidelines to qualify.

Ohioans can visit energyhelp.ohio.gov to apply online, download a copy of the application, or find contact information for a local energy assistance provider. Individuals will need to have copies of the following documents to attach to their application:

• Most recent utility bills

• A list of all household members (including dates of birth and social security numbers)

• Proof of income for the last 30 days for all household members (12 months for certain types of income)

• Proof of U.S. citizenship or legal residency for all household members

• Proof of disability (if applicable)

***Note: For WCP, utility companies will only allow ONE wait for the disconnection notice and this cannot be extended. A missed appointment may result in the closure of public services.***

HEAP benefits are applied to an individual’s energy bill after January 1st. If you need immediate assistance with your energy bills, please contact your local energy assistance provider. A list of providers is available at energyhelp.ohio.gov.

Applications for the HEAP Winter Crisis program must be received no later than March 31, 2023. The last day to apply for the regular HEAP benefit is May 31, 2023. For more program information, visit energyhelp.ohio.gov assistance.
